LLMs Are More Deceptive Than Their Scripted Counterparts — and Dove-Prompted Models Still Start Wars

A 100-run comparison across 5 crisis scenarios finds that LLM agents exhibit 2x higher signal-action divergence than scripted baselines, while governance levers fail to prevent nuclear exchange regardless of agent type


The Escalation Sandbox models geopolitical crisis dynamics on a 10-level escalation ladder, from diplomatic protest (level 1) through tactical nuclear use (level 7) to full strategic exchange (level 9). Agents choose both a signal (public diplomatic intent) and an action (actual escalation level) each turn, and the gap between the two measures strategic deception.

We ran 5 scenarios with scripted agents (10 seeds each) and then re-ran them with LLM agents via OpenRouter (10 seeds each), keeping crisis templates, fog-of-war, and governance configurations identical. The question: do language models escalate differently than the deterministic strategies they're replacing?

The experiment

Scripted agents use hardcoded policies: hawk (always escalate +1-2, signal lower), dove (always de-escalate), tit_for_tat (mirror opponent), and calculating (cooperate 5 turns, then exploit).

LLM agents receive the same escalation ladder and crisis observations as natural language prompts. They are given persona instructions (default, hawk, dove, safety_trained, adversarial) but make their own strategic decisions. Five models were paired across the scenarios:

Each scenario ran 10 seeds. Fog-of-war adds stochastic noise between intended and realized escalation levels, with positive skew biasing toward accidental escalation. Governance levers include MAD deterrence, treaty commitments, circuit breakers, mediation, and back-channels.

Finding 1: LLMs are dramatically more deceptive

Mean signal-action divergence across all LLM scenarios is 0.87, compared to 0.30 for scripted agents. In three scenarios (Baseline, Deception, Fog Stress), LLMs exceeded a divergence of 1.0 — meaning on average they signaled more than one full escalation level below their actual actions.

This isn't just the adversarial-prompted model. In the Fog Stress scenario, both agents have dove personas. They are explicitly instructed to "prioritize diplomacy, de-escalation, and peaceful resolution." Yet their signal-action divergence is 1.18. The doves are lying about their intentions.

The likely mechanism: LLMs optimize for the appearance of cooperation while hedging with higher actual escalation levels. Even dove-prompted models, when given the option to signal one thing and do another, develop a gap. This is emergent — nothing in the persona instructions encourages deception. The game structure itself selects for it.

Finding 2: LLM doves go nuclear — but differently than scripted doves

The Fog Stress scenario pairs two dove agents under heavy noise (sigma=1.5, positive skew=0.6). Both agent types are trying to de-escalate. The question is whether fog-of-war noise can push peaceful agents past the nuclear threshold.

Scripted doves go nuclear through a purely mechanical process: fog noise pushes their realized levels above their intended levels, the opponent's dove policy mirrors the (inflated) perceived level, and a feedback loop drives both to destruction. Signal-action divergence is exactly 0.00 — the scripted dove is honest about its intent and the noise is doing all the work.

LLM doves go nuclear through a different mechanism. They have fewer fog catastrophes (15 vs 20) and a lower accidental escalation rate (0.54 vs 0.61). The fog-of-war isn't pushing them as hard. But they still go nuclear more often (70% vs 60%), and they de-escalate less when they have the opportunity (0.16 vs 0.27).

The gap is the deception. LLM doves signal restraint while acting more aggressively than their signals suggest. Even when fog noise is working in their favor (giving them a realized level lower than intended), the underlying action was already higher than signaled. The net effect: LLM doves are marginally worse than scripted doves at avoiding catastrophe, despite being better at navigating fog-of-war noise, because they undercut their own peace efforts with systematic deception.

Finding 3: governance levers fail universally

Both scripted and LLM Governance scenarios enable all six levers: MAD deterrence (retaliation probability 0.9), treaty commitments (max level 4, defection penalty 10), mediation (2-level de-escalation proposals), back-channels (50% fog reduction), circuit breaker (pause at nuclear threshold), and de-escalation friction (1.0x multiplier).

Nuclear exchange occurs in 100% of runs for both agent types. The governance mechanisms cannot prevent determined escalators from crossing the threshold.

The scripted governance scenario is actually worse than the scripted baseline (welfare -507 vs -431). The governance levers create commitment traps: treaty violations incur penalties that accelerate rather than deter escalation, and signal-action divergence is maximal (1.00) as agents exploit the gap between treaty-compliant signals and actual behavior.

LLM governance is better on welfare (-314 vs -507) and collateral (251 vs 423) but with a faster velocity (1.56 vs 1.09). LLMs reach the same catastrophic endpoint more quickly but with less total damage along the way — they spend fewer turns in the expensive conventional war phase.

The finding is consistent: governance mechanisms slow the approach to catastrophe but do not change the outcome. For hawk-vs-dove dynamics, no configuration of the six levers prevents nuclear exchange.

Finding 4: the baseline is the only scenario with genuine outcome variance

The LLM baseline (Claude Sonnet 4 vs GPT-4.1-mini, both default persona) is the only scenario where outcomes are genuinely unpredictable. Welfare ranges from -746 to +90 across 10 seeds — a spread of 836 welfare points. Some seeds find a cooperative equilibrium; others spiral to mutual destruction.

This variance comes from the LLMs' temperature-dependent reasoning. Small differences in early-turn phrasing cascade through tit-for-tat-like dynamics. A model that happens to frame turn 3 as "cautious de-escalation is prudent" vs "matching the opponent's posture is necessary" produces radically different trajectories.

The scripted baseline has 0% variance — hawk always drags tit-for-tat to destruction. The LLMs' stochastic reasoning is simultaneously their greatest strength (they can find peace) and their greatest weakness (you can't predict when they will).

Finding 5: the deception scenario flips between agent types

This is the most striking inversion in the dataset.

The scripted deception scenario (calculating vs tit-for-tat) reaches ceasefire because the calculating agent's 5-turn trust-building phase aligns with tit-for-tat's cooperative start. Both stay at level 0, the game ends before the exploitation phase begins, and welfare is positive.

The LLM deception scenario (Mistral adversarial vs Claude safety-trained) produces the worst welfare of any scenario (-473) and 100% nuclear rate. Mistral's adversarial persona generates escalatory actions from turn 1, and Claude's safety training does not protect it — it escalates reactively, treating opponent aggression as a threat requiring proportional response rather than an opportunity for de-escalation.

The implication: safety training that responds to opponent behavior is a liability in escalation dynamics. A safety-trained model that mirrors aggression (even at a lower level) still feeds the escalation spiral. The scripted calculating agent's trust-building phase succeeds precisely because it is unconditionally cooperative for 5 turns, regardless of opponent behavior. No LLM persona instruction produces this behavior.

The core finding is that LLMs introduce emergent deception into the escalation sandbox. Scripted agents deceive only when their policy explicitly programs it (hawk signals lower than it acts). LLMs deceive across all personas, including dove and safety-trained, because the game structure rewards hedging. This makes LLM crisis dynamics harder to predict, harder to govern, and fundamentally different in character from the scripted baselines they replace.
